The official leader of the country is a now dead semi deified figure and center of a personality cult called simply "The Sultan".

In his name, the country is ruled by a council of Caliphs that is comprised of 11 members. These members, titled Caliphs are the political and religious leaders of each of the 11 provinces.
Among them self, they elect a twelfth member. This one person becomes the Grand Caliph, the life long absolute monarch of the Realm. After the Grand Caliph dies, the council elects a new one.

The country is governed by Sharia law including extreme gender segregation. On the province level, all property including factories, homes and fields and all people are owned by the provincial Caliph who governs it as both the absolute political and religious leader.

Most of the citizens live in a feudal serfdom that extends to all walks of life. Jobs are hereditary transferred from father to son within a family until the Caliph decides otherwise. People are forced to live in houses surrounding their workplace.

This does not however completely rule out upward mobility. Basic education is free and is conducted from mosques that act both as religious shrines, schools and indoctrination centers. Most children will only receive basic education but those deemed talented and intelligent will be singled out and sent (without being given an option) to the cities to receive higher education. With sufficient work and luck these individuals can make it up to the highest levels of society.

For those less skilled, hard working or gifted by god there is another way of rising through the ranks of society. They achieve this by joining the militia forces of the Sultanate, the Fedayeen. The Fedayeen are an all volunteer force recruiting equally from all walks of society. Men as high as the sons of the Caliph or as low as children of farmers can both join these units and gain a measure of equality by doing so.
On the day they join, the Fedayeen are sworn in as holy martyrs. They are expected to break any and all contact with their families and leave behind their former lives. They are not allowed to marry or have children but if they had any family and offspring before joining these will be taken care of by the state. Within the ranks of the Fedayeen all are equal and ranks are assigned based on individual religious zeal and command ability.
They are armed with mostly light weapons, AK derivatives and RPGs but also have a large number of mortars (see worksheet).

The army is comprised of the professional regular army and the fanatical but ill trained Fedayeen forces.
The special forces consist out of 25 divisions and are called "Sahabah" named after the sacred people who have seen the prophet Mohamed in his lifetime and converted to Islam.

Special Forces:

The Sahabah are a unique special force the likes of which have newer been seen on this world. They represent a core of elite trained and equipped troops similar to the Waffen SS and the SAS capable of both performing Special Forces roles and acting as the shock troops of the regular army.

What sets the apart from others is not only their doctrine but also their method of recruitment. Without a single exception, all Sahabah are recruited from so called Special Islamic Orphanages, instructions that house and raise the orphans of members of the armed forces who have died serving the Sultanate. As such, the prospective recruits are subject to indoctrination and training from an early age that molds them into becoming a truly daunting fighting force.
This is not the only point of interest however. Members of these units are encouraged to see them self as a sort of social elite, successors to the glorious Islamic knights that rode with Salahadin when he drove back the Christian crusaders.
As such, their morale is unflinching and their obedience is unquestionable.
This combined with the extreme quality of training and equipment they receive makes them perhaps the single most elite force ever seen on in the Islamic world.
